Create an organization workspace

POST/api/orgs

createOrganization

Creates a new org workspace and adds the caller as Owner in the same transaction. The slug must not collide with any existing workspace (personal or org), and — mirroring signup's claim-by-proof gate — must not be held by an existing GitHub account: that case returns 409 `reserved_on_github`. The reservation is unconditional here; there is no request field or caller privilege that opens a path around it.

Requires authentication using a bearer token or a session cookie — see tokens and scopes.

    `403` body returned when listing private repos but the linked identity lacks the required provider scope. The SPA turns this into an incremental-authorization prompt (Tier 2) that calls the `/elevate` OAuth endpoint with this `scope`.
