List a repo's flaky-test observations

GET/api/repos/{owner}/{repo}/flaky

listFlakyObservations

Candidates for quarantine: tests that have failed in one attempt then passed (or vanished) in the very next attempt (P3.1's detection pass). Most-observed first.

Authentication optional — this operation also accepts anonymous requests. When authenticating, use a bearer token or a session cookie.
