List a repo's quarantined tests

GET/api/repos/{owner}/{repo}/quarantine

listQuarantine

Tests excluded from the merge gate. CRUD only here — P3.3 wires the actual enforcement.

Authentication optional — this operation also accepts anonymous requests. When authenticating, use a bearer token or a session cookie.
