neo doctor

Check that this machine can run what neo asks of it.

Reports the build, the resolved config path, tool availability (git/jj/docker/nix), the nixpkgs pin, the local workflow directory, and — for the host and credential neo would actually use — server reachability, token validity and SSH readiness. Exits non-zero only when something breaks the core forge workflow; neo run’s optional tooling is reported as a warning.
